Mandelson is just the man for the Brown government. He's spent the last year enriching European communities. Of course, it's been at the expense of the poor people of Senegal, but, Hell, money has to come from somewhere. Having fished EU waters into extinction, European trawlers, with the backing of Mandelson, have now turned their attention to West Africa.

Labour heading for electoral disaster: poll
LONDON (AFP) - Prime Minister Gordon Brown's Labour party is set to lose more than half its lawmakers at the next election and hand control of parliament to the opposition Conservatives, a poll said Saturday.

Brown has shown himself to be an inept leader, but he does make a good puppet.
Remember how Margaret Beckett was so unceremoniously bundled out of office to make way for Childe Miliband?
It's quite possible that Brown had no say in Mandelson's return, but was just following orders.
